		<description>I think its interesting that the ranking is on this criteria:
Requirement of ignition interlocks for all convicted drunk drivers
 Enforcement of sobriety checkpoints
 Enforcement of enhanced penalties for those convicted of drunk driving while a child is in the vehicle
 Implementation of “no-refusal” sobriety screenings for individuals suspected of drunk driving
 Implementation of Administrative License Revocation for drunk driving offenders

As though these are viable deterrents to offend or to re-offend.  I think this report begs the question- what causes someone to abuse alcohol/drink and drive (and the other risky behavior associated with addiction), and what are proven means to help solve the problem of re-offense?

On a personal level, I had the book thrown at me for a DUI and I re-offended. Is jail time (as bad as it is) even going to be effective? I like MADD&#039;s involvement and approach with the Victims Impact Panel-Im surprised they arent focusing on the stuff that works.</description>
